Rwanda and Kenya used a global digital policy platform in Kuwait to outline how they are positioning themselves as leaders in Africa’s artificial intelligence (AI) journey, as governments worldwide debate how to govern rapidly advancing technologies and manage their risks.

Speaking at the forum, Rwanda’s Minister of State for ICT and Innovation, Yves Iradukunda, outlined the country’s ambition to position itself as a regional hub for applied AI, anchored on infrastructure development, skills building, and adoption that delivers measurable national impact.
Rwanda has in recent years rolled out major AI-related initiatives in partnership with global technology and development organisations, aligning with its Vision 2050 agenda to build an AI-ready workforce, strengthen public services, and accelerate economic growth.

Kenya’s delegation was represented by William Kabogo, the country’s Cabinet Secretary for Information, Communications and the Digital Economy.
At the national level, Kenya is finalising AI policy frameworks focused on adoption, innovation, and responsible use, with digital skills development and public service delivery identified as core pillars.

The country sees AI as a tool to improve government efficiency and prepare its workforce for future jobs.
