Benin Pushes Ahead With Abomey-Calavi Administrative City Project

Benin is progressing steadily with the construction of the Abomey-Calavi Administrative City, a flagship national infrastructure project designed to centralize government functions and modernize public administration. The project is part of the government’s broader Programme d’Action du Gouvernement (PAG) under President Patrice Talon and aims to transform how state services are delivered.

Located in the Ahossougbéta area of Abomey-Calavi, roughly one hour’s drive from Cotonou, the capital’s economic hub, the Administrative City covers 40 hectares of land. Its master plan envisions 16 three-storey office buildings that will house various ministries, directorates, and government departments currently scattered across different locations.

Authorities report that the sprawling site will host essential facilities to support a modern civil service. These include dedicated office space, conference and meeting centres, a restaurant and medical centre for staff, employee transport services, modern communication systems, and secure parking infrastructure. The development is intended to improve operational efficiency and significantly reduce the state’s rental costs by consolidating offices in one location.
Government officials and visiting ministers have praised the pace and quality of construction. They highlight the city’s potential to improve public access to services and enhance working conditions for civil servants. Local leaders see the Administrative City as an engine for urban development, capable of stimulating economic activity within Abomey-Calavi and strengthening administrative coordination across government sectors.

The scale of the project underscores Benin’s ambitions to build a more efficient, accessible, and citizen-focused public service. With completion expected soon, the new Administrative City is poised to become a central hub for governance and a symbol of institutional modernization in the country.
